At Rhoé we deliver mobility discoveries to the market. Our vision is a sustainable, efficient, and inclusive future for mobility, and we pursue it by combining deep transport expertise with emerging technologies to build advanced optimisation solutions. As a mobility innovation consultancy, we work with public entities, large enterprises, and research institutions on complex mobility challenges, giving them strategic advice and tailored solutions.
A large part of that work runs through competitive EU funding, primarily Horizon Europe. We can be either a partner, a core consortium member or coordinator, which means we own at least specific, high-stakes parts of proposals and must deliver them to evaluator standard, on a consortium timetable we do not always control.
2. At a glance
As Proposal Development Associate you take accountability for Rhoé's contribution to proposals where we are a partner or in the core group. You own your assigned Part B sections end to end, from gathering input to delivering evaluator-ready text, and you carry them through the consortium's review cycles.
This is deliberately not a coordinator position. You are not running whole consortia. You are the person we can hand a set of sections to and trust to bring them in, scored to win, without being managed line by line.
3. Your day-to-day
Collaborate with experts and partners (Daily): Pull technical and scientific input from internal experts and external partners, and turn it into specific, evidence-grounded narrative an evaluator can score. Run regular check-ins to keep alignment and surface gaps early.
Manage inputs and deadlines (Daily): Track what Rhoé owes inside consortia led by external coordinators, chase the inputs you need, and flag risks to the coordinator and to us early rather than late.
Own your proposal sections (Weekly): Carry your assigned Part B sections (across Excellence, Impact, and Implementation) from first input to evaluator-ready text, through the consortium's review rounds. This includes the dissemination, exploitation, and budget content tied to Rhoé's role.
Maintain the pipeline (Weekly): Keep proposal tracking current: deadlines, versions, status, and submission records.
Engage prospective partners (Weekly to monthly): Take part in discovery calls with potential new partners, more frequently when we are positioning for calls and lighter between cycles, to scope fit, build relationships, and bring back what we need for go/no-go decisions.
Call and partner intelligence (Quarterly): Run targeted call intelligence to support positioning, and contribute to consortium building, partner search, and capability mapping.
Strengthen our craft (Quarterly): Feed evaluator feedback back into our templates and approach so each round scores better than the last.

You meet the following Baseline Qualifications:
- A demonstrable track record in EU proposal development as the main or a key contributing writer on submitted Horizon 2020 or Horizon Europe proposals. Roughly 1-2+ years, but evidence matters more than the number.
- Working command of the Horizon Europe framework: the Part B structure, the three evaluation criteria, the scoring logic, and the Funding and Tenders portal.
- Proposal-grade written English. You can produce text that goes to an evaluator without heavy editing.
- Professional working proficiency in Greek for internal collaboration and stakeholder work.
- The ability to run several proposals against tight, externally set deadlines with minimal supervision, and to keep meticulous records while doing it.
- A background relevant to our domains (urban mobility, transport, energy, environmental science) is valued, though demonstrated experience matters more than a specific degree.
In your application, list up to three proposals you contributed to. For each, give the call, your specific role, and the sections you owned or wrote.
