TERMS OF REFERENCE
UNICEF is providing technical support to the Ministry of Social Cohesion and Family Affairs (MoSCFA), through the Reform and Investment Task Force of the European Commission - (SG REFORM) and is implementing a Technical Support Instrument (TSI) project "Modernizing Child Protection in Greece".

Minimum Qualifications Required
Master’s degree in Social Policy, Child Rights, Public Policy, Law, Social Sciences, International Development, Public Administration or other related field
Years of Experience/ Knowledge/Expertise/Skills required*:
Work Experience
Minimum 7 years of progressively responsible professional experience in child rights, child protection, social policy, or public sector reform.
Demonstrated experience conducting policy reviews, research and stakeholder consultations.
Experience supporting development of national action plans, strategies or public policy reforms.
Previous experience working with government institutions, international organizations, or UN agencies.
Experience in drafting analytical reports and policy recommendations.
Language Requirements
Fluency in Greek (written and spoken).
Excellent command of English (written and spoken).
Knowledge/Expertise/Skills
Strong understanding of child rights frameworks and the UN Convention on the Rights of the Child.
Knowledge of the Greek child protection and social welfare system.
Excellent analytical, writing, and facilitation skills.
Experience in qualitative research and stakeholder engagement.
Ability to synthesize complex information and formulate policy recommendations.
Desirables
Previous experience working with UNICEF.
Familiarity with National Action Plans on Children's Rights.
Knowledge of EU child rights policy frameworks and governance mechanisms.
