The EIB, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ) – Mobility Department (MOBILITY) - Mobile Assets and Deployment Division (MADE), at its headquarters in Luxembourg, a Rail Rolling Stock Sector Engineer.
This is a full-time position at grade 5 for which the EIB offers a permanent contract.

Purpose
Step into a pivotal role where you will lead the technical assessment of high-impact capital investment projects and programmes in the rail rolling stock sector. Your expertise will also be valued in other transport domains, including rail infrastructure and mobile assets, both within and beyond the EU. You’ll play a key part in evaluating projects from every angle-technical, environmental, economic, and financial-ensuring they meet the highest standards and contribute to the Bank’s mission.
Specific Post Environment
Join the dynamic MOBILITY Department, which is at the forefront of shaping the future of transport across Europe and beyond. Our team covers a wide spectrum of sectors; rail, road, air, and waterborne transport, as well as mobile assets and innovative technologies. As a Sector Engineer, you’ll collaborate closely with talented engineers and economists, working in multi-disciplinary teams on exciting projects. You’ll also engage with colleagues from Lending, Legal, Transaction Management, and Advisory Services, and build relationships with project promoters and external stakeholders. Operating Network
Reporting directly to the Head of Division, you’ll enjoy regular interaction with colleagues across various Directorates, especially those involved in lending and financial monitoring. Your network will extend beyond the Bank, as you connect with project promoters, borrowers, local authorities, consultants, and other key external partners. This role offers a unique opportunity to build a broad professional network and make a tangible impact on major transport initiatives.

(***) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Accountabilities
- Shape the Future of Transport: You’ll review new projects and programmes at an early stage to make sure they fit with the EIB’s Transport Lending Policy and other requirements of EIB policies.
- Assess Project Viability: You’ll evaluate the technical and environmental aspects of transport projects, especially rail rolling stock, and check that procurement processes, technical, regulatory, and operational standards are met and fit for purpose.
- Work as a Team: You’ll collaborate with economists to ensure that technical risks are identified and managed, supporting the overall economic and financial assessment of projects.
- Oversee Project Progress: You’ll monitor how investments and programmes are implemented, ensuring they comply with loan conditions and EIB policies, both during and after the project implementation if needed.
- Protect the Bank’s Reputation: You’ll work closely with monitoring teams to spot and address any reputational or financial risks for the Bank.
- Communicate Insights: You’ll prepare clear, high-quality reports that summarise your findings and support decision-making.
- Support Decision-Making: You’ll provide technical input for documents used by the Bank’s decision-making bodies.
- Advise and Build Capacity: You’ll offer technical advice and support for projects and investments, help build capacity, and contribute to broader initiatives, both within and outside the EU. This includes giving expert advice, drafting terms of reference, and overseeing external consultants.
- Collaborate Widely: You’ll work with other EIB departments, the European Commission, international financial institutions, and industry associations on transport policy and sector questions.
- Stay Up to Date: You’ll keep up with the latest developments in rolling stock technologies, market trends, and regulations, and support your department with sector-wide tasks.
- Contribute to Knowledge: You’ll help with sector studies, policy papers, and analyses, especially in your areas of expertise.
- Represent the EIB: You’ll represent the Bank at selected sector events, sharing your knowledge and building relationships.
- University degree (minimum an equivalent to a Master) preferably in Engineering. Post graduate qualification and/or professional experience in other relevant fields (e.g. in economics, and/or transport planning) would be an asset.
- At least 5 years of relevant professional experience in transport, preferably in the railway rolling stock sector (in rolling stock procurement (defining the technical specifications, supervision of production and commissioning), manufacturing, operations, asset management or in technical advisory in the above subjects for companies operating in these areas). Preferred experience includes technical or environmental project monitoring throughout the project lifecycle, with expertise in one or more of the following areas: planning, design, construction, supervision, commissioning, procurement, contract management, operations or maintenance.
- Excellent knowledge of English and/or French (***), with a good command of the other.
- Experience and / or knowledge of other sectors covered by the division (car and truck fleets, shipping, aircraft, EV charging), as well as experience in multiple EU countries would be an asset.
- Exposure to PPP/Project Finance, innovative funding structures of investments and private sector participation in transport projects would be an asset.
- Good knowledge of relevant EU sector policies and regulations, and understanding of the political & operational framework in which the Bank operates would be an asset.
- Knowledge of German would be a strong advantage. Knowledge of other EU languages would be an advantage.
